If more than 50 people want to flight together in groups it would become difficult to do it in a commercial flight because it has a limited number of seats for delegations.

Lucky there are charter flights that allows a delegation or commission to travel in one aircraft.  Those flights are operated by tours operators or wholesalers that rents a aircraft with the idea of moving sport delegations, congress delegations, tourist trip that included more than 50 pax.

The advantage of those flights for big groups is the cost of the ticket due to it may become more economical because the one renting the craft divide its cost between the amount of people using it, all paying the same price.

Other advantage that charters offer is that the one renting it may chose the hour and date of the flight, of course, if craft is available.

The airline is responsible for people at borrad, its facilities, such as log gage, service on board,  delivery of ticket.  The owner of the flight is responsible of all claims made the pax concerning sit, and should see that all pax be on time at the airport and make all arrangements corresponding before flight started.  If a pax loose the flight it is responsibility of the owner not of the airline.
